This Disclosure Statement regarding security cameras within Mersin Metropolitan Municipality has been prepared by the data controller in accordance with Article 10 of Law No. 6698 on the Protection of Personal Data (KVKK) and the Communiqué on the Procedures and Principles for Fulfilling the Disclosure Obligation.
Mersin Metropolitan Municipality may make changes to the content of the "Camera Disclosure Statement" at any time in line with the principles of the KVKK.
Mersin Metropolitan Municipality outlines under headings the legal grounds and methods for collecting personal data, how the collected data is processed, and the methods used to ensure data security.
The surveillance of the institution with cameras and the recording of audio and visuals are conducted by Mersin Metropolitan Municipality in accordance with the Law on Private Security Services and relevant legislation.
Our institution conducts security camera surveillance activities in compliance with the regulations of the Personal Data Protection Law. To ensure security in our buildings and facilities, our institution carries out security camera surveillance activities for purposes stipulated by law and in accordance with the personal data processing conditions specified in the Personal Data Protection Law.
The aforementioned personal data is processed automatically based on the legal grounds specified in Article 5 of the Law, namely "the necessity for the data controller to fulfill its legal obligations" and "the necessity for processing data for the legitimate interests of the data controller, provided it does not harm the fundamental rights and freedoms of the data subject."
The aforementioned personal data may be transferred to judicial authorities or relevant law enforcement agencies in case of legal disputes or upon request as required by relevant legislation.
Our institution informs the data subject in accordance with Article 10 of the Personal Data Protection Law. This aims to prevent harm to the fundamental rights and freedoms of the data subject, ensuring transparency and the data subject’s right to be informed.
Regarding camera surveillance activities, our institution publishes the Personal Data Protection and Processing Policy and the Disclosure Statement on our website (www.mersin.bel.tr), and notification signs indicating surveillance are placed at the entrances of the monitored areas.
Our institution processes personal data in a manner that is connected, limited, and proportionate to the purpose of processing, in accordance with Article 4 of the Personal Data Protection Law. The purpose of conducting camera surveillance activities by our institution is limited to the purposes specified in this text and the Disclosure Statement. Accordingly, the surveillance areas, number of security cameras, and timing of surveillance are implemented sufficiently and limited to achieving security purposes. Areas that could interfere with an individual’s privacy beyond security purposes (e.g., changing rooms, toilets, etc.) are not subject to surveillance.
Our institution takes the technical and administrative measures specified in our Personal Data Protection and Processing Policy to ensure the security of personal data obtained as a result of camera surveillance activities, in accordance with Article 12 of the Personal Data Protection Law.
Access to the information obtained from surveillance, including who can access it and to whom it is transferred, is restricted to a limited number of employees for records stored and maintained in a digital environment.
Live camera footage can be viewed by security personnel and employees responsible for administrative tasks within the institution. The limited number of individuals with access to the records declare through a confidentiality agreement that they will protect the confidentiality of the data they access.
You can submit your requests under Article 11, which regulates the rights of the data subject, to the data controller using one of the application methods specified in the Personal Data Application Form found in the KVKK Disclosure Statement on our website.
